Apparently I need to read more before I go posting things ;).  Josh
said that is was an operator, not a sub, which makes more sense.

And then Jay also remarked that m// did an implicit local $1 = $1,
which was my understanding as well.

So, everything is clear to me now, and I apologize for appearing
obtuse, if in fact I did.
