That explains the problem. libc 0.1 version 2.3.6.ds1-9 has the fixes
for ifconfig, but not the version 2.5-0exp3 in experimental. The fixes
are in the SVN, and will appear with 2.5-0exp4. I don't know when I will
find time to handle the pending glibc bug reports and upload a new
version to experimental.
